In my attempt to make something like Judge Dredd Slo-mo, I failed miserably, however, after played around with Premier elements 10, I got this effect, which i believe that could work to portray drugs (I doubt it would actually look like that but people could understand it being drugs i think)
Basically I shot the original clip on my tablet, and slowed it down and then added blurring and contrast features and then another filter that made it go 'funky' (i can't remember the name of the filter).
It's an interesting effect, although one I would suggest you use sparingly considering that it will probably give your audience a headache...!
